Establishing a Cooperative System Among Jeonnam Province, Cities, and Counties
The Jeonnam Provincial Assembly has passed an ordinance bill aimed at systematically promoting the adoption of renewable energy facilities in school buildings and institutions under the Provincial Office of Education.
According to the Jeonnam Provincial Assembly on October 16, Assemblyman Choi Seonguk (Democratic Party of Korea, Mokpo District 1) sponsored the "Ordinance on Promoting the Adoption of Renewable Energy Facilities by the Jeonnam Provincial Office of Education," which passed the review by the Education Committee on October 15.
The purpose of this ordinance bill is to establish an institutional foundation that enables the systematic and continuous adoption of renewable energy facilities in school buildings and institutions under the Provincial Office of Education, in response to the pressing challenges of addressing the climate crisis and achieving carbon neutrality.
The government is expanding the installation of facilities in the public sector through the "Act on the Promotion of the Development, Use, and Diffusion of New and Renewable Energy." Under this law, public institutions such as schools are required to install such facilities when constructing new buildings, relocating, or expanding, depending on the scale of the project.
Although Jeonnam is leading the way in renewable energy projects, the adoption of renewable energy facilities in the educational field has not been progressing smoothly due to administrative and financial constraints. Therefore, there is a need to establish a policy basis to address these shortcomings.
The main contents of the ordinance bill include: ▲ establishing and implementing a master plan to promote the adoption of renewable energy facilities; ▲ conducting surveys on the current status of renewable energy use and grid connection; ▲ promoting projects to encourage adoption, such as installation, maintenance, education, and public awareness campaigns.
In particular, the ordinance institutionalizes the establishment of a cooperative system among the provincial government, cities and counties, and related agencies, thereby strengthening administrative and financial support to more effectively expand the adoption of renewable energy.
Assemblyman Choi emphasized, "With the deepening climate crisis, transitioning to an eco-friendly energy structure is no longer an option but a necessity. Schools and educational administrative agencies must take the lead in adopting renewable energy, so that a sustainable future can be realized starting from the educational field."

This ordinance bill is scheduled to be finalized at the 2nd plenary session of the 394th extraordinary session on October 23.
