The "3+α" format means that the Prime Minister and the two Deputy Prime Ministers are fixed participants, with additional attendees brought in as needed depending on the agenda. Yoon Changryeol, Minister of Government Policy Coordination, also attended, and starting in January next year, the Minister of Planning and Budget will participate as necessary.
At this inaugural meeting, the participants discussed plans for reorganizing and operating various national policy councils chaired by the Prime Minister and Deputy Prime Ministers, as well as ways to coordinate the Cabinet through the 3+α meetings, in accordance with the revised Government Organization Act that took effect the previous day. An official from the Prime Minister's Office stated, "In principle, the 3+α meetings will be held biweekly, with one or two key issues selected for focused discussion."
