Gangseo District in Seoul, led by Mayor Jin Kyohun, is set to launch a full-scale personnel innovation initiative based on fairness, performance, and communication. On September 25, the district will hold its first-ever "Personnel Empathy Forum" in the main conference room of the district office to discuss ways to improve personnel management.

This forum has been organized as part of a comprehensive overhaul of Gangseo District’s personnel management system, providing an open space for the mayor and public officials to candidly exchange views and to foster greater empathy and trust in the overall personnel system. Around 50 representatives from various job series and ranks, selected through prior applications, will participate. The event will be divided into two sessions, taking place from 3 p.m. to 6 p.m.

The first session, "Employees Ask, the Mayor Answers," will focus on key topics such as the use of the newly introduced Integrated Performance Management System and improvements to the regular personnel transfer system. The Integrated Performance Management System is designed to systematically manage the outcomes of major district projects and to ensure fair evaluation of employee performance, which will be reflected in next year’s performance bonuses. This will be followed by an in-depth discussion between the mayor and employees on the frequency and timing of transfers-a topic of significant interest among staff.

The second session will feature small group discussions of six to eight participants, delving into personnel-related topics such as expanding multi-faceted evaluations and boosting morale among junior employees. The outcomes of these discussions will be incorporated into next year’s basic personnel management plan after a survey of all staff and a meeting of the "Personnel Management Improvement Evaluation Team."

This year, Gangseo District established “performance, fairness, and communication” as the core values of personnel management and has completely revamped its system. Departmental performance goals are set, and the results of performance evaluations are directly reflected in work assessments and performance bonuses through employee interviews.

To minimize administrative gaps during transfers or leaves of absence, the district has made it mandatory to complete handover reports on the internal network and has expanded support in terms of manpower and incentives for departments with heavy workloads. Starting with the regular personnel transfers in the second half of the year, the district is giving priority to the transfer requests of employees in high-burden departments and strengthening support for top performers. Additionally, a new "Personnel Management Improvement Evaluation Team" has been established, consisting of 20 representatives from each job series, to enhance participation and transparency in the personnel system.

Such personnel innovation is expected to improve administrative efficiency and expertise, ultimately leading to higher quality services for residents.

Mayor Jin Kyohun emphasized, “Personnel innovation is the driving force behind administrative innovation. By operating a personnel system based on empathy and trust, we will enhance Gangseo District’s competitiveness and create changes that both employees and residents can truly feel.” He added, “We will faithfully reflect the voices of frontline employees in personnel policies to increase fairness and transparency, and build an organization where everyone can work with pride.”
