Additional 100,000 Won for 90% of Citizens... Busan to Begin Second Round of "Livelihood Recovery Consumption Coupons" Distribution

The second round of Livelihood Recovery Consumption Coupons will begin distribution.
The Busan Metropolitan Government (Mayor Park Hyungjoon) announced that it will implement the second round of Livelihood Recovery Consumption Coupon distribution from September 22 to October 31 to boost local consumption and support economic recovery.
This round of distribution is being carried out in line with the government’s second payment plan announced on September 12, with the goal of invigorating the local economy by providing an additional 100,000 won per person.
The recipients are all citizens except for the top 10% of households by combined income. Eligibility is determined based on whether the household’s health insurance premium, as of June 2025, is below the threshold set for each household size and type. Households are excluded if their total property tax base exceeds 1.2 billion won or their total financial income exceeds 20 million won. In cases of income reduction due to unemployment or business closure, adjustments can be requested through an appeal process.
Citizens registered as residents in Busan can apply both online and offline. Adults must apply individually, while applications for minors must be submitted by the head of household. Applications can be submitted via credit card company websites or apps, local gift certificate apps, as well as at bank branches, community centers, and Busan Bank counters. Credit and debit cards will be recharged the day after application, while prepaid cards will be issued immediately on site.
The application period runs from September 22 to October 31. To ensure smooth processing, a day-of-the-week system based on the last digit of the applicant’s birth year will be in effect during the first week (September 22-26). Applicants can choose between credit/debit card points, prepaid cards, or local gift certificates, and the coupons must be used by November 30. Any unused balance after the deadline will be automatically forfeited.
Appeals can be filed during the same period through the National Petition Portal and administrative welfare centers. If the reason for the appeal is the same as in the first round, it will be processed immediately without additional documentation, but only those meeting the criteria for the bottom 90% of income will be eligible.
To minimize inconvenience for citizens, the city will operate dedicated consultation centers and provide an on-site application service for seniors and people with disabilities.

Mayor Park Hyungjoon stated, "The national and local governments will work together to ensure there is no inconvenience for citizens from application to use," adding, "Following the first round of Livelihood Recovery Consumption Coupons, the consumer sentiment index reached its highest level in seven years and seven months, resulting in a recovery in consumption and increased sales for small businesses. We will continue to actively support this positive trend at the city level."
