Seo-gu, Gwangju to Initiate 'Administrative Execution' on Illegal Green Space Activities on September 19
Unauthorized Alteration of Land and Piling of Concrete Waste
Seo-gu District in Gwangju will initiate an 'administrative execution' on September 19 against illegal activities that disregard laws and regulations.
According to Seo-gu District on September 17, the targeted sites are 1044-1 Pungam-dong and two additional parcels. The owner has repeatedly committed illegal acts, including unauthorized alteration of landscape green space (concrete paving) and piling of concrete waste on slopes, violating Article 38 (Permission for Occupation of Green Spaces, etc.) of the Act on Urban Parks, Green Spaces, etc.
Previously, between 2020 and 2024, Seo-gu issued seven orders for restoration to the original state and filed three criminal complaints for violations of the Urban Parks Act.
Seo-gu also issued a warning regarding administrative execution for the illegal acts, but the owner contested this by filing an administrative appeal. Despite the appeal being dismissed in December of last year, the illegal activities continued, prompting Seo-gu to proceed with the administrative execution on September 19.
For this execution, Seo-gu has established a collaborative system by forming a task force with five departments, including the Parks and Green Spaces Division, Urban Space Division, and Economic Division. The Western Police Station and Fire Department will cooperate to ensure public safety and maintain order at the site.
On September 19, Seo-gu plans to remove the unauthorized concrete paving and clear the concrete waste piled on the slope. Afterward, grass will be planted to prevent soil erosion. All costs incurred for demolition and waste disposal during the execution will be charged to the owner.
