Governor Kim Young-rok Fosters Warm Communication with Civil Petition Office Staff
Expressing Gratitude to Staff as the “Face of the Province” for Kind Service
Commending Achievements Including Last Year’s “People’s Happiness Civil Petition Office” Certification
Kim Young-rok, Governor of South Jeolla Province, visited the Provincial Civil Happiness Communication Office on the 28th, where he spent time with employees during the "Snack Time" event. He expressed his encouragement and gratitude to the staff who consistently communicate kindly with civil petitioners as the face of the provincial administration.
"Snack Time" is one of South Jeolla Province's representative internal communication programs, launched in 2019 in response to employees’ suggestions to "send snacks to the office." Governor Kim personally brings snacks to various departments, engaging in sincere conversations with employees and promoting a "happy workplace."
This visit was particularly meaningful as it marked the first destination for the fourth year of the 8th popularly elected administration, choosing the Civil Happiness Communication Office, which communicates most closely with residents.
Governor Kim stated, "The Communication Office truly represents the face of South Jeolla Province, as it must always respond kindly to residents, even in challenging situations such as unresolved grievances and repeated or malicious petitions." He added, "Let us always greet residents with a friendly smile and foster a warm organizational culture by caring for one another as colleagues."
He continued, "In response to the president’s remarks urging a sincere approach to civil petitions, South Jeolla Province has swiftly prepared institutional reforms, including shortening petition processing times, improving responses to repeated and duplicate petitions, and utilizing legal counsel. This is a very meaningful change." He also noted, "At the end of last year, South Jeolla Province received the 'People’s Happiness Civil Petition Office' certification from the Ministry of the Interior and Safety, being recognized for listening to residents’ voices and actively improving convenience through renovations to the petition office," commending the employees for their hard work.

To create a vibrant organizational culture, South Jeolla Province plans to establish the "Plan to Enhance Vitality in the Public Service Community" around September. This plan will include measures to promote proactive administration, improve working conditions for field officials, and expand rewards and promotions for outstanding public servants as part of public service culture innovation.
