Strengthening Financial Sector Ties with Central Government
Busan City (Mayor Park Hyungjoon) appointed Jinsoo Lee, Deputy Director of the Financial Services Commission, as the Financial Startup Policy Officer on August 27.
This appointment follows the expiration of the term of Nam Dongwoo, the current Financial Startup Policy Officer, who will return to the Financial Services Commission. The term of the newly appointed Jinsoo Lee will run for one year, from August 27, 2025, to August 26, 2026.
The Financial Startup Policy Officer is a director-level position (Grade 3) responsible for overseeing all financial-related work, including expanding financial hub infrastructure, supporting financial technology innovation, and managing startup and venture support policies. The city operates this position to facilitate strategic personnel exchanges with central government agencies.
The city has been actively promoting personnel exchanges in the financial sector, such as establishing a close cooperation system with the Financial Services Commission and, since last year, seconding a Grade 4 official from Busan City to the Financial Services Commission-the first such initiative among local governments.
Jinsoo Lee, the new Financial Startup Policy Officer, began his public service career in 2002 after passing the 45th Higher Civil Service Examination. He has held key positions at the Financial Services Commission, including Director of the Banking Division, Director of the Administrative Personnel Division, Director of the Small and Medium Finance Division, and Director of the Policy Coordination Division.
Mayor Park Hyungjoon explained, "The Financial Startup Policy Officer serves as the control tower for our city’s financial and startup policies. Deputy Director Jinsoo Lee is the right person to contribute to the development of Busan’s financial industry, based on his extensive experience and expertise gained at the Financial Services Commission."
