The "Administrative PRO Movement" currently being promoted by Cheongyang County, South Chungcheong Province, is achieving clear results and is bringing about tangible changes in the organizational culture of the public sector.
According to the county on July 18, the "Administrative PRO Movement" operates nine practical tasks under three main directions: ▲Perfect (Be Accurate), ▲Reduce (Minimize), and ▲Open (Share).
In particular, the movement to eradicate the so-called "Day to Serve Executives" has produced visible results and is drawing attention.
To eliminate hierarchical practices, the county has implemented and shared with all employees practical measures such as ▲freedom in meal arrangements, ▲transparency in expenses, and ▲rotating responsibilities for reservations and car waiting. The county has also monitored compliance with these measures on a monthly basis.
As a result, the rate of employees who experienced a "Day to Serve Executives" dropped sharply from 55.5% in November 2023 to 7.2% in May 2024, a significant decrease of 48.3 percentage points in just half a year. This is being evaluated as a substantial change away from an authoritarian culture, going beyond a simple campaign.
In the first half of this year, the county established an institutional foundation by enacting the "Ordinance on Innovation of Organizational Culture for Cheongyang County Public Officials." The county also held the "One-Line Idea Challenge!" contest to collect employee ideas and spread a culture of voluntary participation.
In addition, the county has formed the "PRO Innovation Task Force," which includes both junior and senior officials, to simultaneously promote autonomous learning and organizational restructuring through innovation training, book discussions, and research projects.
Kim Dongon, the county governor, stated, "The Administrative PRO Movement is not just a slogan, but a practical change that is transforming the way Cheongyang County works," adding, "We will continue to establish a flexible and horizontal organizational culture going forward."
