Wando County and LH Sign Business Agreement for Senior Welfare Housing
27.7 Billion KRW Invested in Combined Rental Housing and Welfare Facilities
On June 11, Wando County in South Jeolla Province signed a business agreement at the county office with the Gwangju Jeonnam Regional Headquarters of Korea Land and Housing Corporation (LH) to facilitate the smooth implementation of the 'Wando Jungdo Senior Welfare Housing Construction Project.'
The senior welfare housing is a residential welfare model that provides rental housing to elderly people without homes, while also linking health, care, and welfare services. This agreement was established to clarify the roles, financial responsibilities, and cooperation system between the two organizations during the project implementation process. The signing ceremony was attended by about 10 representatives from both sides, including Wando County Governor Shin Woochul and Yu Byeongyong, Head of the LH Gwangju Jeonnam Regional Headquarters.

View original imageAccording to the agreement, Wando County will be responsible for establishing the foundation for the project, including operating and managing social welfare facilities, providing the project site, and supporting construction-related expenses. LH will oversee the overall construction process, including architectural design and permits, as well as construction and the management of housing supply.
This project was selected through a public offering by the Ministry of Land, Infrastructure and Transport in December 2021. A total project budget of 27.7 billion KRW will be invested in the Jungdori 760-1 area of Wando-eup to construct a 10-story building with 90 rental units for seniors and a 1,200-square-meter social welfare facility.
The senior rental housing will consist of 76 units with an exclusive area of 31 square meters and 14 units with an exclusive area of 46 square meters. The county plans to proceed with project plan approval, detailed design, and a naming contest, aiming to begin construction in the first half of 2026 and have residents move in by the end of 2027.
Notably, the concept of 'Care Safety Housing' will be introduced. Wando County will lease up to 10% of the total units from LH and operate them as the 'Wando-Style Senior Support Platform,' providing integrated services such as health management, daily care, and welfare support. In addition, the project will apply an eco-friendly modular construction method (OSC), which is expected to reduce on-site noise, carbon emissions, and construction waste, as well as shorten the construction period.
Governor Shin Woochul stated, "The construction of senior welfare housing is a core project and a key pledge in Wando County’s strategy to address population aging," adding, "We will do our utmost to ensure that Wando can become a healthy city where healing and welfare are harmonized through the successful construction of this housing."
Yu Byeongyong, Head of LH Gwangju Jeonnam Regional Headquarters, said, "This project marks the starting point of a new residential paradigm that combines modular construction methods with senior welfare integration," and added, "We will continue to promote customized housing supply so that the local community can respond to an aging society."
