This policy is based on President Xi Jinping's economic thought and focuses on promoting a fairer modernization by resolving regional disparities and redistributing resources nationwide.
China is drawing a big picture of 'balanced growth' by leveraging the strengths of each region: industrialization and urbanization in the eastern coastal areas, ecological resources in the central and western regions, and manufacturing bases in the northeastern region.
For example, the Jing-Jin-Ji (Beijing-Tianjin-Hebei) area, corresponding to the capital region, is alleviating chronic development imbalances through industrial, transportation, and ecological cooperation projects, while the Yangtze River Delta region centered on Shanghai is advancing into a world-class urban cluster through integration in science and technology, medical services, and transportation networks.
In addition, China is promoting 11 core strategies encompassing agricultural innovation in the central grain-producing areas, strengthening digital infrastructure in the western region, industrial revitalization in the northeast, and the establishment of the Hainan Free Trade Port.
The high-speed rail network plan called '8 Vertical and 8 Horizontal' physically connects these strategies, and its total length has now exceeded 45,000 km.
The China Media Group (CMG) explained, "The balanced development strategy creates new opportunities through harmonious allocation of resources between regions and the removal of administrative barriers, representing a strategic approach for structural advancement rather than simple redistribution."
According to reports, each region is fostering specialized industries such as the digital economy, smart agriculture, and eco-friendly energy based on their own environment and industrial conditions, and this region-based development model is expected to become a core path for Chinese-style modernization in the future.
