Gangnam-gu Launches Prevention-Focused System to Address Apartment Complex Conflicts
Gangnam-gu, Seoul (District Mayor Jo Seong-myeong) is launching a comprehensive response system focused on prevention to reduce complaints and conflicts within apartment complexes.
After analyzing over 1,000 apartment-related complaints received last year by type, timing, and parties involved, the district confirmed that similar complaints repeatedly occur at specific times such as the initial formation of the Residents' Representative Meeting, the expiration of the defect repair period, and amendments to management regulations. Accordingly, the district has prepared a 'Apartment Conflict Prevention Solution' to block causes before complaints arise.

View original imageFor the first time this year, a 'Customized Education by Apartment Lifecycle' will be introduced to focus on on-site responses during periods when complaints are frequent. Professionals such as housing managers will visit Residents' Representative Meetings and management entities directly to educate them on apartment operation laws and key cases to prevent conflicts in advance.
Additionally, Gangnam-gu will dispatch a team of 35 experts, including housing managers, architectural engineers, and accountants, called 'Apartment Conflict Resolvers,' directly to the complexes to detect early signs of conflict and immediately mediate.
Simple complaints will be resolved through first-stage mediation, while prolonged or complex conflicts will be intensively managed by deploying the district office’s dedicated team and experts on-site until resolved.
On the 7th, from 2 to 6 p.m., a 'Residents' Representative Education' session will be held at Daechi 2 Cultural Center for about 200 members and stakeholders of Residents' Representative Meetings.
