Gangnam-gu, First Nationwide to Support Diagnosis and Testing Fees for All Registered Disabled Persons
Gangnam-gu, Seoul (District Mayor Jo Seong-myeong) will, starting from July this year, become the first basic local government nationwide to support the examination fees and diagnosis certificate issuance fees required for disability registration for all newly registered disabled persons.
To this end, the district enacted the "Seoul Special City Gangnam-gu Disability Diagnosis Fee Support Ordinance" this year and promulgated it on the 21st. The scope of support for disability diagnosis and examination fees, which had been limited to low-income groups, has been expanded to all registered disabled persons in the district to reduce the financial burden on residents and to enable early detection of disabilities so that necessary services can be received promptly.
The support targets registered disabled persons who have had resident registration in Gangnam-gu for more than one year. Diagnosis certificate issuance fees are supported up to 40,000 KRW, and examination fees up to 100,000 KRW. However, those who are determined as not applicable based on the disability severity assessment results, or those who have already received the same support under other laws such as basic livelihood security recipients or near-poverty groups, are excluded from the support.
Meanwhile, there are 15,462 registered disabled persons in Gangnam-gu, ranking 12th among the 25 autonomous districts of Seoul. To actively respond to welfare demands that vary according to the type and severity of disability, the district established the "Disability Welfare Division" through the first organizational restructuring of the 8th local government administration. To guarantee the health rights of disabled persons, the district has created a barrier-free fitness room and is implementing customized welfare by conducting individual and small group classes with disability exercise experts.

District Mayor Jo Seong-myeong said, "With the enactment of this ordinance, I hope that those facing difficulties due to disabilities can complete the registration process in a timely manner and quickly receive the necessary support and services." He added, "We will continue to discover various support measures going forward."
