Gwangju Gwangsan-gu Recognized as Excellent Local Government for Organizational and Personnel Management for 2 Consecutive Years
Securing 100 Million Won in Special Grant Tax
Gwangsan-gu, Gwangju announced on the 18th that it has been selected as an 'excellent local government' for the second consecutive year in the organizational and personnel management efficiency evaluation conducted by the Ministry of the Interior and Safety, and will receive a special grant of 100 million won.
The Ministry of the Interior and Safety has guided local governments to respond to new administrative demands through personnel reassignment rather than increasing staff, in order to enhance the efficiency of personnel management. Among these, excellent local governments are selected by evaluating the efficiency and appropriateness of organizational and personnel management.
Since 2022, the district has frozen the number of public officials and efficiently responded to various needs, including support for foreigners, climate crisis response, industrial complex management, and protection of civil service staff.
As a result, over the past three years, a total of 80 personnel (6.23%) have been reassigned, exceeding the targeted performance.
Furthermore, starting January 1 next year, the district will establish the Sustainable Job Special Zone Promotion Team and two new bureaus (Culture & Education, Urban Architecture). In addition, the establishment of the Flood Control, Disaster Prevention, and Facility Support Division will enhance work expertise and unify support tasks for non-technical departments.
With more flexible personnel management, the number of duplicate series for grade 4 director positions will increase from 2 to 9, and for grade 5 manager positions from 46 to 61. The ratio of grade 4 and 5 positions will be reduced, while the proportion of positions at grade 6 and below will be raised from 90.3% to 92.7%.
