Creation of 10.7 Million㎡ ‘Gunwi Haneul City’ Behind TK New Airport... Planned City with Population of 140,000
Development divided into 2 phases until 2045

Daegu City announced on the 9th that it will support the successful opening and activation of TK New Airport, unveil the blueprint for ‘Gunwi Haneul City,’ which will play a key role in the airport economic zone linking various functions of the airport and surrounding areas, and begin establishing development plans for the Gunwi Haneul City creation project starting in 2025.
‘Gunwi Haneul City’ is a self-sufficient new town equipped with core infrastructure such as residential, commercial, industrial, educational, and medical functions in preparation for the opening of TK New Airport in 2030. Located near the new airport, it is planned to cover a total area of 10.7 million square meters with a population of 140,000, and will be developed as a key city leading the 250,000 Gunwi era in connection with surrounding development projects such as the 1st and 2nd advanced industrial complexes.
As a large-scale development project covering a total of 3.25 million pyeong, it will be developed in two phases by 2045, considering the activation of the new airport and future demand. Phase 1 (4.9 million square meters) is planned for development from 2025 to 2034, and Phase 2 (5.8 million square meters) from 2035 to 2045.
Phase 1 covers 4.9 million square meters with approximately 20,000 households. For efficient development, a residential complex of about 750,000 square meters (approximately 5,000 households) will be prioritized to be built in time for the airport opening in 2030 to provide housing services for airport workers and relocated residents due to development, supporting the stable initial operation of the airport. Subsequently, until 2034, an excellent living environment including residential, commercial, industrial, educational, and medical facilities will be created to lay the foundation for the activation of the new airport.
Phase 2, covering 5.8 million square meters, will be completed by 2045, considering the increased development demand following the airport’s activation. In particular, to flexibly respond to development demand, various development methods such as district unit plan establishment will be proposed to allow land development not only by the public sector but also by the private sector.
Gunwi Haneul City, with the vision of ‘Central Hub of Air City,’ will be developed as a future-oriented smart city based on four major strategies: a pleasant living environment, eco-friendly clean city, convenient living infrastructure, and carbon-neutral leading city. It is expected to grow into a city playing a central role in the giant airport economic zone built around the airport.
Key specialized plans include the creation of an advanced industrial technology complex linked with Daegu Technopark, the establishment of a medical center led by Keimyung University Dongsan Medical Center, the attraction of an aviation high school and international school specialized in the aviation industry, and the creation of a White Zone to provide creative convergence spaces. The White Zone is an area where land use designation is reserved to respond to future changes in development demand.
Additionally, Gunwi Haneul City is geographically advantaged by being located at the center of major areas such as Daegu-Gyeongbuk New Airport, Gunwi-eup urban area, Uiseong New Town, and Gunwi Advanced Industrial Complex, enabling efficient linkage of various functions.
It also has the advantage of being a city with a pleasant surrounding environment, with various sports facilities nearby and the national river, Wicheon, located in the city center.
Moreover, with the Central Expressway and Sangju-Yeongcheon Expressway adjacent on either side of the city, it boasts excellent transportation accessibility. It is expected to establish itself as a key inland city in the country’s territory as a transportation hub once additional transportation networks such as the new airport access railway and roads are expanded in the future.
Starting in 2025, the development plan for Phase 1 will be established. According to the basic plan, the project cost for Phase 1 is estimated at about 1.4 trillion KRW, and the project viability index (PI) is above 1, indicating financial feasibility. The development will proceed as a public-led urban development project, and it will be rapidly promoted in cooperation with Daegu Urban Development Corporation.
According to the analysis of the economic ripple effects of Gunwi Haneul City, the production inducement effect is expected to be about 1.74 trillion KRW, the value-added inducement effect about 800 billion KRW, and the employment inducement effect about 12,700 jobs.

Hong Jun-pyo, Mayor of Daegu City, emphasized, “World-class airports lead national development through organic linkage with their corresponding new towns,” and added, “Gunwi Haneul City, which embraces TK New Airport, will not only support airport functions but also establish itself as a global gateway city driving South Korea’s economic growth.”
