The 'National Happiness Civil Service Office' is a system in which the Ministry of the Interior and Safety evaluates local governments, education offices, and special local administrative agencies nationwide to certify excellent institutions for creating a convenient and safe civil service environment centered on the users. Once selected as a certified institution, the certification is valid for three years.
Hanam City received excellent evaluations in seven indicators across four major areas?space (internal and external environment), service (civil service processing status), experience (space and service experience), and satisfaction (reflected in the 2024 comprehensive civil service customer satisfaction survey)?achieving the National Happiness Civil Service Office certification for the first time since its establishment.
The reason Hanam City was certified as a National Happiness Civil Service Office for the first time this year is mainly due to improvements in the civil service office environment for convenient use by everyone and the creation of a digital civil service environment, enhancing civil convenience.
First, through civil service office environment improvement construction, the space layout was optimized to make the flow of civil petitioners more convenient. The operation of dedicated counters for vulnerable groups such as the elderly and the provision of assistive devices also received favorable evaluations.
In particular, this year, efforts were made to create a digital civil service environment by installing tablet PCs for civil service manuals, and a small library was operated within the civil service office using donated books so that civil petitioners could spend waiting time without boredom.
Additionally, since May this year, to provide user-centered civil services, the 'Civil Service Processing Team Leader Responsibility Consultation System' was implemented, where if a complex civil petition that is difficult to resolve is received, the team leader of the responsible department visits the civil service office to directly listen to the petitioner's grievances. Along with this, the 'Civil Service Processing Task Force' was operated to actively resolve 'ping-pong civil petitions,' which were previously passed around between departments due to unclear responsibility.
Mayor Lee Hyun-jae emphasized, "Hanam City will not be satisfied with just being selected as a 'National Happiness Civil Service Office' certified institution. We will continuously strive to provide the nation's highest level of civil service, including establishing a queue waiting system linked with the homepage to alleviate waiting inconveniences for civil petitioners."

Meanwhile, Hanam City was awarded the Presidential Institutional Citation for ranking first nationwide among 75 city-level basic local governments in the '2023 Comprehensive Civil Service Evaluation.'
