Proposal of 70 Floors, Higher than New Planning Standards
'Public Pedestrian Bridge' as Public Contribution Facility Excluded
A redevelopment plan has been unveiled to construct up to 70 floors and 5,175 households in Apgujeong 3 District, known as the flagship site for reconstruction. The maximum height was planned at 70 floors to match other districts in the Apgujeong area, and the public pedestrian bridge, which had been controversial among residents, was excluded from the public contribution facilities.
Gangnam-gu Office began a public inspection announcement on the 13th for the 'Apgujeong Apartment District Special Planning Zone 3 Reconstruction Maintenance District and Maintenance Plan Amendment' and will collect residents' opinions until the 13th of next month. Apgujeong 3 District includes Hyundai 1-7 and 10, 13, 14 complexes, Daelim Acroville, Daelim Villart, and Hyundai Villart, with a total project site area of 399,595㎡.
Through reconstruction, it will be transformed into a total of 5,175 households. Among these, 4,525 are planned as sale housing and 650 as rental housing. The number of households by area is 1,033 households under 60㎡ exclusive use (520 rental households), 616 households between 60-85㎡ (130 rental households), and 3,526 households over 85㎡. The area adjacent to Apgujeong Station on Line 3 is designated as a quasi-residential area with an upgraded zoning to a maximum of 56 floors, while the rest is planned as a Type 3 General Residential Area with a maximum of 70 floors.
This maintenance plan sets the maximum number of floors at 70 (291m) or less. Although a plan to promote reconstruction up to 77 floors was considered, it was changed to 70 floors in this maintenance plan. Previously, Apgujeong 2 and 5 Districts, which prepared maintenance plans, are promoting construction plans with a maximum of 70 floors, and District 4 is planning 69 floors.
According to the rapid integrated planning plan for Apgujeong District (Apgujeong 2-5 Districts) prepared by Seoul City in July last year, the maximum number of floors was planned within 50 floors. The city presented a policy to flexibly apply height plans if creative and innovative designs are introduced.
The public pedestrian bridge, which faced strong opposition from residents, was excluded from the maintenance plan. Previously, the Apgujeong 3 District association proposed a pedestrian bridge connecting Apgujeong and Seongsu-dong as a public contribution facility, and Seoul City accepted it. However, opposition to the installation of the pedestrian bridge grew within the association due to project costs of about 400 billion KRW, and it was also excluded from the maintenance plan. The association included plans to contribute public facilities such as a public office building, covered roads, parks, and connecting green spaces. The public office building is a facility newly established to relocate and maintain the Apgujeong-dong Community Center and the security center.
A Seoul City official explained, "The public pedestrian bridge was proposed by the association, but if it is not an essential public contribution facility, it is difficult to say it is impossible just because it differs from the contents of the rapid integrated plan," adding, "Both the maximum number of floors and public contribution facilities are matters to be decided at the Urban Planning Committee review."
Among the shared facilities in Apgujeong 3 District, resident communal facilities include a guest house, Apgujeong Gallery, and Dahamkke Care Center (public open community facilities). Resident communal facilities are divided into four categories and include a multipurpose gymnasium, golf practice range, screen golf course, sauna & spa, indoor swimming pool, fitness center, senior lounge, kids cafe, moms cafe, pet care center, children's performance hall, and experience classrooms. In addition, there are open libraries, banquet halls, small theaters, cinemas, reading rooms, studios, art centers, shared kitchens, all-day dining, workshops, and club rooms.
The estimated ratio specified in the Apgujeong 3 District maintenance plan is 61.35%. When the association member sale price is estimated at 83 million KRW per 3.3㎡, the sale price for an exclusive 84㎡ unit is 2.86 billion KRW. A member owning an 82㎡ unit in Hyundai 3rd complex would have to pay about 350 million KRW in contributions to purchase an 84㎡ apartment. For an owner of an 84㎡ unit in Hyundai 14th complex purchasing the same size, the estimated contribution is in the 192 million KRW range.
