Suwon City Introduces Childcare Support Work System... Pregnant Public Officials Work from Home Once a Week
The city of Suwon in Gyeonggi Province has introduced the ‘Childcare Support Work System,’ which links flexible working hours with special leave. The ‘Work-from-Home System,’ allowing pregnant public officials to work from home once a week, will be piloted for six months.
Starting from the 4th, Suwon City announced that it will expand flexible working hours and implement the ‘Childcare Support Work System,’ which includes incentives for public officials who cover the duties of others, to create a workplace atmosphere where work and childcare can be balanced.
First, the flexible working hours’ start time (previously in the morning) will be extended until the afternoon. When flexible working hours are combined with special leave (maternity protection time and childcare time), pregnant public officials or those raising children under the age of 8 can work from 7 a.m. to 2 p.m. or from 1 p.m. to 8 p.m.
Maternity protection time allows pregnant female public officials to use 2 hours per day, and childcare time allows public officials with children under 8 years old to use 2 hours per day within a 36-month period.
Incentives will be given to public officials who cover the duties of those using childcare-related special leave. When the cumulative duty coverage time reaches 100 hours, one day of reward leave will be granted, and starting from the second half of next year, personnel evaluation points will be awarded if duty coverage exceeds 30 days.
Additionally, Suwon City plans to pilot the work-from-home system for pregnant public officials once a week for six months starting from the 4th of this month, and will review whether to expand it within the scope that does not disrupt administrative service provision.

A Suwon City official stated, "We will create an atmosphere where pregnant public officials and those raising young children can balance work and childcare by utilizing flexible working hours and special leave," adding, "We will establish a birth- and care-friendly organizational culture by creating a flexible working environment."
