On the same day, Kim Seong-jung, the First Deputy Governor of Gyeonggi Province, held a press conference and explained the background of the danger zone designation, stating, "Military movements are increasing, including orders for full firing readiness from eight North Korean artillery brigades, and the possibility of shelling cannot be ruled out if leaflets are distributed to North Korea, causing anxiety and suffering among residents in the border areas."
He continued, "Residents are currently in a situation where they can only sleep after taking medicine amid the distribution of trash balloons and South Korea-targeted broadcasts resembling ghost sounds," adding, "Gyeonggi Province considers the distribution of leaflets to North Korea as an extremely dangerous act that could trigger military conflict. Since the province’s primary responsibility is to protect the lives, safety, and property of its residents, we have designated Paju City, Yeoncheon County, and Gimpo City as danger zones to prevent leaflet distribution that threatens residents’ safety."
He also emphasized, "Once designated as danger zones, the Gyeonggi Province Special Judicial Police Unit will hold those distributing leaflets strictly accountable," and "Those caught will be criminally charged and subject to investigation."
Furthermore, he stated, "According to the Disaster and Safety Management Act, related personnel are prohibited from entering or engaging in activities in these areas, and violations may result in imprisonment of up to one year or fines of up to 10 million won," adding, "Gyeonggi Province will mobilize all available administrative resources to prevent illegal activities."
He concluded by urging, "This designation of danger zones is the minimum administrative measure to protect the lives and safety of residents. We ask for your active cooperation."
