Ulju County Launches Full-Scale Initiative to Improve Work Methods and Organizational Culture
Building a Horizontal and Autonomous Organizational Culture
Ulsan's Ulju County is set to actively promote improvements in work practices and organizational culture as part of government innovation efforts.
Ulju County plans to establish a horizontal and autonomous organizational culture to enhance work efficiency in line with recent changes in the public sector.
Previously, Ulju County introduced an RPA (Robotic Process Automation) system in December last year to automate repetitive and simple tasks. Eight tasks, including business trip expense calculation, civil complaint notifications, and delinquency management, have been automated.
With the introduction of this system, it is expected that more than 1,300 hours of work time will be saved annually. Notably, this year, the county developed its own system without outsourcing, with staff directly designing and coding five projects, resulting in budget savings of approximately 20 million KRW.
In July, a real-time management system for large-scale investment projects and pledge projects was introduced. This system provides real-time updates on project status and visual information through a dashboard, supporting swift and accurate policy decisions.
Ulju County is also accelerating efforts to improve organizational culture. Under the slogan "In 2024, Let's Change at Least This in Ulju County's Organizational Culture," a two-way organizational culture improvement program involving all employees is being implemented. Through collecting opinions and voting by job rank, the county aims to eliminate unreasonable practices and transition to a more horizontal and autonomous organizational culture.
Additionally, to address declining preference for public service positions and increasing resignation rates, the county will solicit employee ideas to actively support new and junior public officials in adapting to the public sector.

An Ulju County official stated, "We will move away from conventional work practices to enhance administrative efficiency and speed, and reflect the diverse values pursued by the MZ generation of public officials in our organizational culture. By systematically improving work practices and organizational culture, we aim to realize 'Ulju that solves problems well.'"
