Jeonnam Province Takes Steps to Revise Legislation for 'Global Energy Capital'
Focus on Enactment and Amendment of Four Related Laws Including the 'Offshore Wind Power Special Act'

Kim Young-rok, Governor of Jeollanam-do, recently emphasized securing future growth engines for Jeonnam through the enactment and revision of the four renewable energy laws during an executive meeting and called for extraordinary efforts.
Governor Kim Young-rok stressed, "Through the enactment and revision of the four representative renewable energy laws?'Offshore Wind Power Special Act,' 'Agrivoltaics Special Act,' 'National Power Grid Expansion Special Act,' and 'Distributed Energy Act'?Jeonnam must promptly establish a legal foundation to position itself as a global hub for distributed energy and 100% renewable energy (RE100)."
Accordingly, Jeonnam Province is accelerating the establishment of institutional foundations by directly preparing draft enactments and revisions of the four major renewable energy laws and submitting proposals directly to the National Assembly and the government to foster the renewable energy ecosystem and lead new industries.
The 'Offshore Wind Power Special Act' is being promoted to protect the business rights of existing offshore wind power companies and strengthen local governments' authority to apply for preliminary zones. Through this, the plan is to secure community acceptance and revitalize offshore wind power projects.
The 'Agrivoltaics Special Act' is being prepared to expand agrivoltaics projects that combine agriculture and renewable energy. This bill includes expanding project participants to corporations and extending project areas to agricultural promotion zones. Through this, the plan is to institutionalize a local government-led cluster complex model to prevent indiscriminate development and contribute to increasing farmers' income and revitalizing the local economy.
The 'National Power Grid Expansion Special Act' is being promoted to address the national issue of power grid saturation. The special law draft includes a provision for the government and Korea Electric Power Corporation (KEPCO) to prioritize areas like Jeonnam, which face power grid saturation and large-scale renewable energy generation, from the site selection stage of the power grid. In particular, regarding the 'energy highway' construction that Governor Kim Young-rok has continuously emphasized, he proposes that, similar to the government covering half of the highway construction costs, the government should actively provide financial support for the energy highway (transmission and distribution facilities) instead of unilaterally burdening KEPCO, which faces financial difficulties.
Regarding the 'Distributed Energy Act,' which came into effect in June, incentives such as 'clarification of differential tariff standards' and 'exemption from PPA network usage fees' are reflected to create an environment where companies with high power consumption, such as data centers, can invest in Jeonnam, which is rich in renewable energy. To respond to the enforcement of the 'Distributed Energy Act' in August, a Renewable Energy 100 and Distributed Energy Activation Task Force was formed, led by the Deputy Governor for Economic Affairs and involving five departments and bureaus. The task force will develop concrete innovation strategies to realize Renewable Energy 100 and expand distributed energy and will make all-out efforts to attract global companies.
