Seoul City Supports 'Electronic Voting' for Maintenance Project Associations... Up to 10 Million KRW
Seoul City announced on the 27th that it will start a pilot project to encourage the use of electronic voting at maintenance project association general meetings. From October to December this year, about 15 associations with scheduled general meetings will be selected, matched with electronic voting service providers, and 50% of the electronic voting implementation costs will be supported up to a maximum of 10 million KRW.
Earlier, the government decided to allow electronic decision-making methods such as online voting at association general meetings as part of the August 8 housing supply expansion measures. Currently, under the regulatory sandbox system, if a contract is made with a company designated by the Ministry of Science and ICT for "special cases for demonstration," electronic voting at general meetings is possible. However, associations are unaware of this and rely only on written resolutions and direct voting at on-site meetings. Therefore, the city decided to proactively provide support before the law is amended.
Associations participating in the pilot project will be selected through an open recruitment process. The selection committee will decide based on areas with high effectiveness and necessity for electronic voting introduction, association management performance, and opinions from public supporters (district mayors). The city will also conduct promotions and education such as performance-sharing meetings. They plan to directly observe the electronic voting implementation sites to explore institutional and technical improvement measures.
Seoul City expects that activating the use of electronic voting in association general meetings and delegate meetings will improve issues such as conflicts among residents caused by excessive collection of written resolutions or excessive deployment of promotional staff (OS). It will also significantly reduce the burden on associations by cutting down the preparation period for meetings and the labor costs of promotional staff.

Han Byung-yong, Director of the Housing Office, said, "Based on the results of this pilot project, we will supplement the business plan and expand the support scale to about 50 locations starting next year for full-scale implementation," adding, "We hope many associations will participate in the city's support projects to improve association work methods and accelerate maintenance projects."
