'Future Model' Utilizing Only Off-School Land
A 'Community Shared School' that flexibly shares community and school facilities is being established. The goal is for local residents to use school facilities more actively and for schools to reduce the burden of managing complex facilities. A model has also been devised to allow the use of only autonomous district land outside the school when securing school land is difficult in newly established schools.
The Seoul Metropolitan Office of Education announced the basic operation plan for the 'Community Shared School Model (Two-Block School)' containing these details on the 26th. An education office official explained, "The basic plan was established in response to the community's demand for opening school facilities and the need for professional management and operation of school complex facilities."
The Community Shared School Model consists of two blocks and three sections centered on spaces necessary for school educational activities. The School Block (Section 1) is land used exclusively for school education within the school, including general classrooms and administrative offices. The principal is the operating entity. The Community Block, jointly used by the school and local government, is divided into Section 2 and Section 3 depending on whether it falls within the school boundary. Section 2 is a shared cultural and sports complex space within the school and community, including gyms, parking lots, swimming pools, and libraries. Section 3 refers to community-exclusive public parking lots, daycare centers, playgrounds operated by the local government but can be shared with the school if necessary.
Each section can be combined into four types according to the characteristics of the school and community: ▲Reorganized Model 1 (Sections 1 and 2) ▲Reorganized Model 2 (Sections 1 and 3) ▲New Model 3 (Sections 1, 2, and 3) ▲Future Model 4 (Section 4). Model 1 resembles the existing type of school facility sharing but increases the local government's management and operation share by expanding spaces such as playgrounds, special classrooms, and cafeterias from school-exclusive to open spaces. Model 4 is a 'future' model that operates only Section 3, which is local government land, when securing school land is limited.
The Seoul Metropolitan Office of Education emphasized that cooperation with the community is essential for the successful implementation of the basic plan. An education office official added, "Since schools and communities share resources, we will promote clear division of responsibilities and authority through consultations with local governments and strive to establish a systematic system to coordinate this."

Cho Hee-yeon, Superintendent of the Seoul Metropolitan Office of Education, said, "We will actively resolve issues to ensure the stable promotion of the Community Shared School Model," and added, "We will do our best to make it a successful case that produces tangible results, not just a simple plan."
