Gyeonggi-do Incorporates 'Basic Principles of Human Rights Respect' into Audit Regulations as First Metropolitan Local Government
Gyeonggi Province will be the first metropolitan local government to incorporate the basic principle of respecting human rights into its ‘Audit Regulations’ to gain trust from its residents. Additionally, it plans to enhance audit efficiency by utilizing big data and establish a ‘Gyeonggi Province-type Audit Information System’ that ensures trust in audits through two-way communication with residents.
Gyeonggi Province announced that the ‘Full Revision of Gyeonggi Province Audit Regulations,’ which includes these provisions, passed the Ordinance and Regulation Deliberation Committee on the 6th and will be promulgated within this month to take effect on September 2, the launch date of the ‘Audit Committee.’
The revision of the audit regulations was pursued to enable the Audit Committee and the Residents’ Rights Committee, which will be launched as independent collegiate administrative bodies for the first time in 61 years, to improve audit methods and implement related policies in line with changes in the administrative environment and residents’ expectations.
First, the basic audit principles include ▲ respect for the human rights of auditees ▲ conducting audits within the necessary scope to achieve audit objectives ▲ focusing on preventing issues in audited institutions and resolving identified problems ▲ expanding the use of science and information technology, thereby increasing the reliability and acceptance of audits while minimizing the audit burden on audited institutions and auditees.
Gyeonggi Province is the first metropolitan local government to explicitly state ‘respect for human rights’ as a basic audit principle.
Based on this basic principle, Gyeonggi Province will develop various improvement measures to respect the human rights of auditees and enhance audit trust going forward.
The revised audit regulations also provide the legal basis for establishing and operating the ‘Gyeonggi Province Audit Information System’ to improve audit methods of the Audit Committee and enhance the efficiency and reliability of audit administration.
The Gyeonggi Province Audit Information System is an information system designed to digitize the entire audit process?from audit planning to audit results and implementation status management?and to strengthen communication with residents through transparent disclosure of audit progress.
Specific details will be decided after completing preliminary procedures such as budget allocation for the establishment of an informatization strategy plan in the second half of this year.

Choi Eun-soon, Gyeonggi Province Auditor, stated, "The launch of the Audit Committee and the Residents’ Rights Committee is not the end of change but the beginning of new changes," adding, "To prevent the misfortune of 14 million Gyeonggi residents being unable to fully enjoy their opportunities due to unreasonable systems and practices, each committee will do its best to fulfill its role at the closest point to the residents, and we plan to provide full support for this."
