Busan Metropolitan City will provide 'Purchased Rental Housing for Child Housing Poverty Households' to guarantee the right to pursue happiness for children living in households that do not meet minimum housing standards.
According to the results of a 2022 survey and policy development study on child housing poverty households, it is estimated that there are about 22,000 such households in Busan, and urgent improvement of their housing environment is needed.
In response, the city will supply 20 purchased rental housing units owned by Busan Urban Corporation to 20 child housing poverty households, separate from the housing improvement quota of the Ministry of Land, Infrastructure and Transport.
The 'purchased rental housing' being supplied this time is a customized housing option provided by Busan Urban Corporation for child housing poverty households to ease their financial burden. The units are under 84 square meters and are matched based on the number of household members, preferred residential area, and other factors, and are offered at prices lower than the market rate.
Eligible applicants are homeless households with children under the age of 18 who have been living for at least three months in housing that does not meet the minimum housing standards. The minimum housing standards refer to homes lacking a Western-style (or flush) toilet, insufficient number of rooms by purpose, or floor area below the standard. Applicants must also meet both income (50-60% or less of the previous year's average monthly income of urban worker households) and asset criteria.
The supplied housing includes single-family homes, multi-family homes, and officetels under 84 square meters, located in all districts and counties except Gangseo-gu. The supply price is a deposit of 500,000 KRW, and the monthly rent is about 30% of the market rate, generally around 100,000 KRW per month depending on the unit.
Separately, the city will also provide moving expenses worth 400,000 KRW and household goods to support housing improvement for vulnerable groups.
Households wishing to participate can apply by visiting their local administrative welfare center starting from the 5th. Once the final recipients are selected by each district or county and the list is sent to Busan Urban Corporation, the corporation will match each recipient with a housing unit and proceed with the tenant contract.
Applicants need to visit their local administrative welfare center for consultation and complete the required documents. If selected, Busan Urban Corporation will contact them individually.
Busan Urban Corporation will introduce available purchased rental housing in the applicant's preferred area, and if the applicant wishes to move in, a tenancy contract will be signed with the corporation.
Ha Seongtae, Director of Housing and Architecture at the city, stated, "The city is promoting housing environment improvement projects so that children can grow up in a safe and pleasant environment. This year, we aim to support housing stability for child housing poverty households by providing purchased rental housing. We will continue to expand housing for these households and comprehensively support them by linking with private resources, so that children can nurture their dreams for the future in a better living environment."
