Candidate for Chairperson of the Korea Communications Commission, Lee Jin-sook, stated regarding the Act on the Improvement of Distribution Structure of Mobile Communication Terminals (DanTongBeop) that "there are aspects that conflict with the Fair Trade Act," and added, "If appointed, I will carefully examine the matter step by step."
At the hearing of candidate Lee held on the 25th at the National Assembly's Science, Technology, Information and Broadcasting and Communications Committee, Lee responded to the question, "Considering the purpose of sanctions under DanTongBeop and the unique characteristics of the telecommunications market, is it appropriate to uniformly apply the standards of the Fair Trade Act?" as follows.
Lee explained further, "The Fair Trade Commission promotes free competition, but from the consumer's perspective, some regulation can be beneficial."
Regarding the Fair Trade Commission's judgment that the three major mobile carriers colluded by adjusting incentives based on subscriber acquisition performance, Lee said, "This is also related to DanTongBeop, and it was decided to effectively abolish subsidies for the benefit of consumers," adding, "I will thoroughly investigate and find ways to ensure benefits reach users."

On the Broadcasting Act proposed by the opposition party, Lee stated, "There are parts that nullify the president's personnel authority over public broadcasting," and added, "According to the law, KBS receives quasi-tax revenues such as license fees, so appointing the president of public broadcasting through procedures that could be biased toward specific organizations or groups is unfair in my opinion."
