The wife of Cho Ji-ho, the nominee for Commissioner of the National Police Agency, was found to have temporarily registered her residence at a location other than her actual residence nine years ago. Cho's camp acknowledged the violation of current laws but explained that there was no intention to gain economic benefits.
According to the office of Rep. Yoon Gun-young, the Democratic Party's ranking member of the National Assembly's Public Administration and Security Committee, Cho's wife moved her registration from her original residence to another address on February 26, 2015. She then changed her address back to an apartment in Songpa-gu on August 21 of the same year.
Cho's camp explained that the nominee's wife's eldest sister lives in the United States, and her nephew was going to enter a Korean university. In this process, a housing contract was needed before the nephew's arrival, and to secure the tenant's priority rights on the rental deposit, the wife transferred her resident registration at her sister's request.
A member of Cho's confirmation hearing preparation team said, "It is true that the nominee's wife violated the obligation of actual residence," but added, "There was no intention to gain economic benefits." Under the current Resident Registration Act, violations related to false residence registration are punishable by imprisonment of up to three years or a fine of up to 30 million won.
Meanwhile, the National Assembly confirmation hearing for Cho is scheduled for the 29th. Witnesses related to the Police Commissioner nominee's hearing include Lee Won-mo, former personnel secretary at the Presidential Office, regarding police personnel verification interviews; Noh Gyu-ho, former head of investigations at Gyeongbuk Police Agency, regarding the retrieval of records related to the Chae Sang-byeong case; Lee Jong-ho, former CEO of Black Pearl Investment, and Cho Byung-no, former head of the Seoul Police Agency's Public Safety Department, regarding lobbying allegations for the former Marine Corps 1st Division commander Im Seong-geun.

Reference persons include Im Sang-gyu, chairman of the Gyeongbuk Police Agency's Investigation Review Committee, and Kim Seung-ho, former head of the Ministry of Personnel Management. Although the Police Commissioner is subject to a confirmation hearing, the president can appoint the commissioner without the National Assembly's consent.
