'Proceeding with Gwangju After Autonomous District Applications' Approach Promoted
Gwangju Metropolitan City has decided to suspend the evaluation process of the ‘Resource Recovery Facility (waste incineration plant) construction project’ initiated in response to the ban on direct landfill of municipal waste starting in 2030, and to re-open the public bidding.
On the 11th, Gwangju City and five autonomous districts announced that the Gwangju Resource Recovery Facility will be promoted through a ‘district application first, then city-led’ approach.
The Site Selection Committee held its 14th meeting the day before and decided to suspend the evaluation process, citing that there was only one final candidate site feasible for the project and that the social controversy over counting social welfare corporation facilities as a single household could continue.
Gwangju City explained that this was evidence of the inability to select an appropriate candidate site.
In 2021, the autonomous districts responsible for waste management requested the city to promote the construction of a metropolitan-level resource recovery facility, and Gwangju City established the Site Selection Committee to proceed with the process.
Gwangju City plans to continue the metropolitan resource recovery facility process.
Although the responsibility for waste management lies with the autonomous districts according to the ‘principle of waste generation location,’ the city will continue to promote metropolitan-level development considering geographical, financial, and social conditions.
Until now, applicants such as individuals, corporations, and autonomous districts applied directly to the city, but in the newly initiated bidding process, the autonomous districts will take the lead in receiving candidate site applications and proceed with site analysis and resident opinion gathering during the application process.

The autonomous district that submits the final site application will be supported with more than 60 billion KRW for benefit facility installation costs, 50 billion KRW in special support funds, and at least 2 billion KRW annually for the resident support fund. Other districts will be required to pay an additional 10% surcharge on the waste delivery fee.
