‘2024 Disaster Management Evaluation’ Excellent Grade, Minister of the Interior and Safety Commendation and Special Grant of 88 Million KRW Secured
High Attention from Heads and Deputy Heads of Agencies on Safety Noted in Disaster Management Evaluation…Measures to Prevent Recurrence through Resident-Centered Policies... 2024 Disaster Response Safe Korea Drill Achieves Highest Grade for ‘2 Consecutive Years’... Safe Korea Drill Conducted with Organic Cooperation among Metropolitan, Basic, and Private Sectors… Practical and Effective Training, Not Just for Show Evaluated
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it has achieved the remarkable feat of winning two crowns by receiving the highest grade of "Excellent" in both disaster-related categories of the 2024 evaluation conducted by the Ministry of the Interior and Safety.
The district was selected as an excellent institution in the Ministry of the Interior and Safety’s “2024 Disaster Management Evaluation,” receiving a commendation from the Minister of the Interior and Safety along with a special grant of 88 million KRW.
This evaluation is a comprehensive assessment conducted in stages across six areas, targeting a total of 332 disaster management responsible institutions including central government ministries, public institutions, and local governments, based on their disaster management performance in the previous year.
In this year’s disaster management evaluation, Yeongdeungpo-gu received high praise for implementing “resident-centered policies,” such as providing location information of disaster and safety facilities (sandbag boxes, temporary housing facilities, etc.) using QR codes on building number plates for the first time in Seoul, and for establishing concrete measures to prevent recurrence.
Additionally, in May, the district was selected as an excellent institution for the second consecutive year by receiving the highest grade in the first half evaluation of the nationwide large-scale training “2024 Disaster Response Safe Korea Training” aimed at establishing a disaster response system.
During this training, the district created seven types of disaster scenes similar to real situations under the theme of complex disaster situations caused by concentrated heavy rains such as typhoons and floods, including ▲flooding of semi-basement houses ▲collapse of walls and stone retaining walls ▲fires caused by transformer short circuits, enhancing the realism of the exercise.
Moreover, the district utilized disaster safety communication networks (PS-LTE) to relay real-time information between headquarters and the field, organically linking on-site and discussion training, and effectively executing roles through smooth collaboration among metropolitan, basic, and private sectors, earning recognition as a dense and “practical training” rather than a mere demonstration.
In particular, the active participation of the institution’s head and deputy head and their high interest in disaster safety management were consistently mentioned in both evaluations, receiving high praise.
This reflects the outstanding efforts and achievements of the local community in all aspects of disaster management, playing a crucial role in ensuring a safe Yeongdeungpo-gu through swift and effective responses in the event of disasters.
Meanwhile, the district is carrying out various projects to create a “safe and pleasant Yeongdeungpo-gu.” First, to prevent recurrence of disasters caused by typhoons and floods, the district conducted a visit survey of all approximately 5,400 flood-affected households and completed inspections and checks of vulnerable sewer pipes and rainwater inlets.
Also, this year, the district installed 66 “continuous rainwater inlets” in the Yeongdeungpo-ro section, a frequent flooding area, and completed preparations to respond to abnormal weather conditions by opening bypass pipelines and improving existing pipelines to resolve elevation differences around Munrae-dong Gyeongin-ro 77-gil.
In particular, the district has also prepared period-specific countermeasures for fundamental flood control. As a short-term measure, it operates a permanent joint public-private rainwater inlet cleaning day and installs and operates ▲pumps (1,816 units) ▲backflow preventers (2,664 units) ▲water barriers (2,242 units). Medium- and long-term measures such as ▲establishing temporary pumping stations ▲improving sewer pipes ▲expanding rainwater storage tanks are currently underway.
Furthermore, through collaboration with local residents and private companies, the district operates various projects to ensure residents’ safety, including safe return home support, safe guardian houses, safe parcel boxes, and smart security lights and logo projectors utilizing science and technology.

Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “The honor of winning two crowns as an excellent institution this year is the fruit of efforts made together with the residents to create a safe city, Yeongdeungpo-gu. Based on this experience, we will improve shortcomings and establish a flawless response system to respond more swiftly to any disaster situation, and we will continue to do our best to make Yeongdeungpo-gu a safe place.”
