Strengthening Marine Pollution Response Capabilities to Prepare for Large-Scale Oil Spill Accidents
Mokpo Maritime Police Station (Chief Kwon Oh-seong) conducted a tabletop exercise on the 27th to operate the Regional Response Headquarters for rapid and efficient containment measures in the event of a large-scale marine pollution accident.
According to Mokpo Maritime Police on the 28th, this exercise assumed a large-scale oil spill accident caused by a ship collision, formed the Regional Response Headquarters, and involved related organizations such as Mokpo Regional Maritime Affairs and Fisheries Office, local governments, and the Korea Marine Environment Management Corporation to carry out procedures for handling large-scale marine pollution accidents.

The criteria for establishing a Response Headquarters are as follows: a Regional Response Headquarters is formed when 10 to 50㎘ of persistent oil is spilled or expected to spill; a Wide-area Response Headquarters for 50 to 500㎘; and a Central Response Headquarters for spills exceeding 500㎘.
The exercise sequence focused on enhancing the professional capabilities of the headquarters staff and strengthening the organic cooperation system among related organizations, following the order of △reporting and initial response to marine pollution accidents △decision to operate the Response Headquarters through situation assessment meetings △strategy establishment for rapid containment measures.

A Mokpo Maritime Police official stated, “Mokpo has many island areas and numerous sensitive resources such as aquaculture farms, so rapid response is crucial in the event of a marine pollution accident,” and added, “We will continue to strengthen our response capabilities to marine pollution accidents through ongoing training.”
