Lee Jae-myung, leader of the Democratic Party of Korea, stated, "We will revive the Bu-Ul-Gyeong (Busan, Ulsan, Gyeongnam) Mega City to create new growth engines for Gyeongnam."
On the morning of the 25th, Lee emphasized the Bu-Ul-Gyeong Mega City and regional development pledges at a joint meeting of the Central Election Countermeasures Committee held at the Gyeongnam Provincial Party Office in Changwon, Gyeongsangnam-do. He said, "Balanced regional development has been a long-standing dream of the Democratic Party throughout the Roh Moo-hyun and Moon Jae-in administrations," adding, "The Democratic Party will prove its capability through concrete alternatives and implementation." He continued, "We will improve transportation with the opening of the KTX Southern Inland High-Speed Railway by 2030 and firmly support Gyeongnam to become the center of the aerospace industry alongside the soon-to-be-launched Space Aviation Agency."
He asked, "What is the reality of Gyeongnam?" and said, "The main industries are declining, and young people continue to leave." He criticized, "The ruling party's claim of a 'Mega City Seoul' accelerates the unipolar system of the metropolitan area," and added, "The failure of the incompetent and irresponsible administration in livelihood economy and balanced regional development is enough within two years." He emphasized, "Each vote from the residents will come together to decide a new future," and "The past cannot be changed, but tomorrow can be changed by your hands."
Kim Boo-kyum, standing co-chair of the election countermeasures committee, said on the same day, "Here in Gyeongnam, we want to make new history," and urged, "All candidates running in the 16 districts of Gyeongnam should present urgent attitudes and responsible alternatives." He added, "The Bu-Ul-Gyeong Mega City was a core task and promise of the Democratic Party toward balanced development and decentralization," and claimed, "What was progressing well was stranded after the launch of the Yoon administration." Furthermore, he stressed, "More than half of Gyeongnam's cities are at risk of extinction," and "Balanced regional development is not a benevolent policy but an urgent task tied to the nation's survival."

Kim promised, "Democratic Party candidates will revise laws such as those related to the Bu-Ul-Gyeong Mega City to enable each region to have self-sustaining power and develop evenly," and "We will also expand local allocation tax to firmly support these policies financially." He added, "Together with the 16 candidates, I ask you to make not only the Bu-Ul-Gyeong Mega City but also a Korea where local areas thrive."
