Leading Employee Innovation Capacity Building and Organizational Culture Improvement as an Excellent Institution in Government Innovation Evaluation
Geumcheon-gu (Mayor Yu Seong-hoon) announced on the 27th that it will hold an employee innovation capacity-building training by inviting Kim Seon-tae, a public officer known as the ‘Chungju City PR Man.’
Officer Kim Seon-tae once expressed his belief, saying, “I think there must be bold attempts to create momentum within the public service organization.” His innovations have contributed to raising Chungju City’s recognition to the extent that some people immediately think of YouTube when they hear Chungju City.
The district prepared this training to provide employees with an opportunity to learn about the organizational culture and working methods that enable innovative administration through Officer Kim’s case.
Under the theme of ‘Chungju City YouTube Story,’ he will introduce various promotional cases he has experienced and attempted, delivering know-how on improving work methods and shifting mindsets with witty storytelling to the employees.
To elicit voluntary participation and positive responses from employees, the district invites engaging and relatable instructors to enhance innovation capabilities. Last year, it conducted training on using Chat GPT aligned with the latest trends and held organizational culture diagnostic workshops.
The district has been steadily promoting changes for a better working organizational culture. Since 2020, it has operated an anonymous bulletin board exclusively for employees called ‘Innovation Sharing,’ actively reflecting employee opinions in improving organizational culture.
In 2021, the district abolished the ‘Sibotteok Dolligi’ (a traditional seniority-based rice cake passing ritual) and has been providing flower baskets, potted plants, tumblers, etc., as congratulatory gifts to employees who complete their probation period. This year, the lunch rotation system aimed to create communication opportunities by having general staff and executives eat lunch together, but it was abolished as it could be perceived as favoring executives.
Geumcheon-gu was selected as an excellent institution by ranking 10th (top 15%) among 69 autonomous districts nationwide in the ‘2023 Local Government Innovation Evaluation,’ which assesses administrative organizational culture and other factors.

Yu Seong-hoon, Mayor of Geumcheon-gu, said, “Although we received a good evaluation as an excellent institution in the 2023 Government Innovation Evaluation, we will not be complacent and will accelerate efforts to improve organizational culture this year. Through various projects for innovation training and organizational culture improvement for employees, we will strive to flexibly reform conventional organizational culture and develop it vibrantly.”
