Yongin-si Revises Standard Manual to Prevent Major Citizen Disasters

Yongin City, Gyeonggi Province announced on the 20th that it has revised the 'Standard Manual for Responding to Major Citizen Disasters' to prevent major citizen disasters and will distribute it to 448 workplaces operated and managed by the city.
'Major citizen disaster' refers to disasters caused by defects in the design, manufacture, installation, or management of specific raw materials or manufactured products, public facilities, or public transportation means. According to the Serious Accidents Punishment Act, if a major citizen disaster occurs, the business owner or management responsible will be punished.
Earlier, at the end of last year, the city inspected whether these workplaces complied with the mandatory requirements of the Serious Accidents Punishment Act and found that the work procedures for disaster prevention differed among departments, and there was insufficient data to evaluate the safety management capabilities of contractors or consignees, making systematic management difficult. Therefore, the city decided to revise the manual.
The newly prepared manual consists of six stages: ▲personnel ▲budget ▲safety inspection ▲safety plan ▲implementation inspection ▲standards for subcontracting, contracting, and consignment. Additionally, detailed procedures such as ▲identification, inspection, and improvement of hazardous and risky factors ▲reporting and response procedures ▲evacuation drills were established for systematic work processing to prevent disasters.
The city provides guidelines to promptly respond by defining the key tasks of each subject, such as identifying, inspecting, and improving risk factors when a citizen disaster occurs, and includes legal obligations to help practitioners understand the safety and health management system.
