Efforts to Address Work Gaps through Staffing and Use of Fixed-Term Personnel
Gwangjin-gu (District Mayor Kim Kyung-ho) is expanding its support system for childcare public officials to actively respond to the low birthrate crisis starting from the public sector by balancing work and family life.
The district recently announced the "2024 Basic Personnel Operation Plan," which improves working conditions so that employees raising children can balance work and childcare even after taking parental leave.
First, a new "Childcare Time" system will be established for employees raising children in the lower grades of elementary school. This applies to public officials with children aged 6 to 8 who are in school, allowing them to work reduced hours of up to 2 hours per day.
Until last year, only public officials with children under the age of 5 could use childcare time, but going forward, more employees are expected to utilize Childcare Time to balance work and childcare.
Additionally, a "Special Childcare Leave" will be granted to public officials with minor children. This applies to those with children in elementary, middle, or high school, who can use up to 3 days per year for special childcare needs such as school events or hospital visits.
Gwangjin-gu plans to revise the "Gwangjin-gu Local Public Officials Service Ordinance" to include these measures and explore various support plans, such as assigning fixed-term public officials to departments with a high ratio of childcare public officials to resolve work gaps caused by flexible working hours.
