On the 29th, Changwon Special City in Gyeongnam held a discussion forum in the city administration meeting room, gathering expert public officials from various fields such as architecture, civil engineering, and contracts to innovate the public facility supply process.

View original imageThis forum was organized to utilize the collective intelligence of senior public officials with decades of practical experience, in response to recent issues arising in public facility projects such as Sahwa and Daesang Parks. The forum aimed to discuss and share know-how on the step-by-step work processes from the planning stage to design, contracts, construction implementation and completion, registration of shared property, and transfer.
Additionally, the forum reviewed the laws and regulations that must be strictly followed at each project stage, established guidelines for public facility supply based on law and principles, and discussed opinions on setting clear standards for roles and responsibilities by work entities.
The city plans to compile the procedures, work innovation processes, and know-how derived from the forum into a standard manual usable by all departments, aiming to enhance the work capabilities of not only those involved but all public officials to a higher level.
Hong Nampyo, Mayor of Changwon Special City, stated, “An audit of long-stalled large projects revealed that one of the main causes was the failure to properly comply with relevant laws and regulations. Given the nature of the public sector where work personnel frequently change, we will establish clear guidelines for public facility work processes and make them easily accessible to all employees to prevent future issues in public facility projects.”
