Hamas Reviews Negotiation Proposal for '40-Day Ceasefire and Hostage Release'
US, Qatar, Egypt, and Israel Convene at Paris Meeting
On the 27th (local time), major foreign media reported that Hamas is reviewing a negotiation proposal prepared at a Paris meeting by four countries: the United States, Qatar, Egypt, and Israel. The proposal centers on a 40-day ceasefire and the release of hostages including women, the elderly, and minors.
According to major foreign media citing senior sources familiar with the Paris meeting, Hamas has accepted and begun reviewing the ceasefire negotiation proposal prepared at the Paris meeting. The proposal includes a 40-day ceasefire and a halt to all military operations during the ceasefire period.
The 40-day ceasefire period appears to have been set with consideration of the one-month Ramadan period starting on the 10th of next month and the subsequent Eid al-Fitr holiday.
Hamas proposed releasing 40 hostages out of approximately 130 Israeli hostages held for 144 days, including women, minors under 19, elderly over 50, and patients, in exchange for Israel releasing 400 Palestinian security detainees. The exchange ratio is 10 detainees per one hostage.
The proposal also includes allowing the gradual return of refugees who fled from northern Gaza Strip, excluding males of military enlistment age. Additionally, the proposal permits the entry of 500 trucks of relief supplies daily into Gaza, as well as repairs to bakeries and hospital facilities throughout the Gaza Strip.
On the 13th, delegations from the United States, Qatar, Egypt, and Israel held talks in Cairo, Egypt, regarding a temporary ceasefire and the initiation of hostage-detainee releases.
However, Israel withdrew its delegation immediately after the first day of talks without any concrete results. Hamas demanded a permanent ceasefire and complete withdrawal of Israeli forces, which Israel maintained it could not accept.
