The National Human Rights Commission of Korea (NHRCK) has recommended that the government provide digital education tailored for the elderly to ensure that older adults, who are vulnerable to information inequality, are not discriminated against in the digital transformation society.
On the 19th, the NHRCK advised the Minister of Science and ICT to implement specialized education programs for digital information utilization to guarantee the elderly's right to access information.
Specifically, a plan was proposed to train digital specialists dedicated to the elderly, enabling access at their level of understanding. Additionally, face-to-face consultation and telephone counseling services to alleviate the elderly's inconveniences were mentioned as alternatives. Furthermore, the development of digital devices that are easy for the elderly to use was also suggested.
The NHRCK stated, "From the perspective of fundamental rights, the government must take active measures to ensure the elderly's right to access information," and added, "When delivering essential daily information, both digital and analog methods should be used concurrently to provide the elderly with options to access information."

The NHRCK also emphasized the need to establish legal grounds to support the elderly's information accessibility to ensure these measures are implemented. The commission said, "Legislation should be enacted to mandate the development, distribution, and support of information and communication technologies for the elderly," and added, "The NHRCK will continue to focus on closing the digital divide so that the elderly can enjoy a dignified later life."
