Professor Choi Seungpil of Hankuk University of Foreign Studies Elected President of the Legislative Theory and Practice Association
Hankuk University of Foreign Studies announced on the 13th that Professor Choi Seung-pil of the School of Law was elected as the new president of the '2023 Legislative Theory and Practice Association.' President Choi's term will last until January 1, 2026.
President Choi earned a bachelor's degree in law and a master's degree in public law from Hankuk University of Foreign Studies. He worked as an economist at the Bank of Korea starting in 1994. Later, he obtained a Ph.D. in administrative law from the University of W?rzburg, Germany, in 2004, and since 2007, he has been teaching administrative law and financial economic law at the School of Law of Hankuk University of Foreign Studies. He has served as the Director of Planning and Coordination and the Director of Public Relations at the university, and currently serves as the Director of the Law Research Institute at Hankuk University of Foreign Studies.
President Choi has worked at various institutions including the National Assembly, the Ministry of Government Legislation, the Board of Audit and Inspection, the Ministry of Foreign Affairs, and the Ministry of National Defense. He currently holds positions such as Financial Development Deliberation Committee member of the Financial Services Commission, Supervisory Advisory Committee member of the Financial Supervisory Service, and Chair of the Anti-Money Laundering and Counter-Terrorism Financing Committee at the Financial Intelligence Unit. Additionally, he serves as a university evaluation committee member at the Korea Council for University Education and as a finance and economy committee member at Seoul National University. His publications include Law’s Map (2016) and Law’s Balance (2022), with a total of 15 books including co-authored works.
The Legislative Theory and Practice Association is an academic society that addresses legislative fields and subjects, legislative processes, and evaluations of laws, presidential decrees, ministerial ordinances, and ordinances of local governments from both pure academic theories and practical perspectives in the legislation of the National Assembly, central government, and local governments.

President Choi expressed his aspirations, stating, “Based on close cooperation with the National Assembly, government, and judiciary, I will promote the development of legislation and administration, and through mutual cooperation with economic actors including corporations, contribute to strengthening national competitiveness in the era of global unlimited competition.”
