Mapo-gu (Mayor Park Gang-su) has undertaken a major organizational restructuring this year, entering the third year of the 8th local government term, to secure momentum for key projects.
In particular, this organizational restructuring focused on strengthening welfare and safety, the top priorities of the 8th local government term, and accelerating the implementation of environmental policies for a cleaner Mapo.
Among the five newly created teams through the restructuring, three were established within the Welfare Cooperation Bureau. The newly created “Silppuri Welfare Team” in the Welfare Policy Division applies the Mapo-style welfare paradigm, providing meticulous welfare services to all residents, including socially vulnerable groups. In the future, it plans to establish the “Silppuri Welfare Center,” “Silppuri Cooperation Center,” and “Silppuri Welfare Fund.”
Additionally, to actively respond to an aging society, the “Senior Support Team” was newly established in the Senior Cooperation Division, and the “Child Facility Team” was newly formed in the Childcare Division to create child-friendly infrastructure.
The existing Resource Circulation Division was split into the “Clean Mapo Division” and the “Resource Circulation Division.” By separating cleaning and recycling operations, the district strengthened its ongoing resource circulation policies. The district plans to accelerate proper waste disposal and resource circulation by establishing a “Food Waste Management Team” within the Resource Circulation Division, along with the “Resource Circulation Team” and “Recycling Management Team.”
The district also separated the existing Digital Finance Division’s duties into the “Budget Policy Division” and the “Smart Policy Division.” A new “Future Strategy Project Team” was established within the Budget Policy Division to discover and promote Mapo-gu’s core projects that will serve as future growth engines from a macro perspective.
The Citizen Safety Division, which oversees disaster and safety management, expanded from four teams to five. The existing Safety General Team was divided into the “Safety Planning Team” and the “Disaster Management Team” to establish a disaster and safety management system for a “365-day safe Mapo.” The Audit Officer also split the existing Integrity Audit Team into the “Audit Team” and the “Integrity and Human Rights Team,” aiming to integrate human rights sensitivity and mutual respect throughout the district administration.
Notably, the Mapo-gu Health Center’s Sunlight Center Team, which supports pregnancy and childbirth, was divided and expanded into the “Sunlight Center Maternal and Child Health Team” and the “Vaccination Team.” The district plans to fully operate the Sunlight Center this year as a key department to overcome the recent severe ultra-low birthrate crisis.
Furthermore, functions that were reduced or similar were consolidated. The Livelihood Security Division and the Disabled Cooperation Division were merged into the Disabled Social Security Division, and the Mapo Central Library was incorporated into the Education Policy Division to improve work efficiency.
As a result, the Mapo-gu main office organization will operate from February 1 with 6 bureaus, 2 audit officers, 35 divisions, and 155 teams?an increase of one bureau and four teams?and the health center will consist of 4 divisions and 17 teams, with one additional team.

Mayor Park Gang-su stated, “At this important point marking the third year of the 8th local government term in Mapo-gu, we are reorganizing once again to faithfully carry out our promises to residents and key policies,” adding, “We will use this organizational restructuring as a stepping stone to accelerate and ensure visible results from the projects we have been pursuing.”
