If this cold weather persists, vulnerable elderly people will have a hard time.
Accordingly, each autonomous district in Seoul is busy carrying out warm administrative measures such as delivering scarves and providing draft stoppers for vulnerable elderly people.
Gangnam-gu (District Mayor Jo Seongmyeong) is holding the "Ddasumi Scarf Knitting" event from the 3rd to the 26th, where residents knit scarves themselves to give to marginalized groups such as the elderly and disabled.
This event has been voluntarily started by residents active in the Gangnam-gu Women's Capacity Development Center study club since 2013 and is now in its 12th year. Last year, 157 scarves were completed and delivered to vulnerable groups.
Those who wish to participate can apply through the Gangnam-gu Women's Capacity Development Center website. The participation fee is 10,000 won.
After applying, participants receive a kit (yarn, large knitting needles) and a pattern either by visiting the center or via delivery. Beginners can refer to scarf knitting videos uploaded on YouTube, produced by the center, to make their scarves. Completed scarves should be sent to the center by January 27. Adults who participate will be credited with 4 hours of volunteer time per scarf (up to 2 scarves).
The Ddasumi scarves will be delivered to marginalized neighbors through local social welfare facilities. For more details, contact the center. Jo Seongmyeong, Mayor of Gangnam-gu, said, "I hope many people participate in this donation event to give a warm winter to vulnerable groups," and added, "We will continue to hold donation events that residents can voluntarily participate in to create a warm-hearted Gangnam where even small donations can share warmth."
Dongdaemun-gu (District Mayor Lee Pilhyeong) announced that on the morning of the 19th, a donation ceremony for cold wave preparedness items worth 10 million won was held at the Dongdaemun-gu Disabled Comprehensive Welfare Center for households with disabled people vulnerable to the cold wave.
This donation was delivered through the Seoul Energy Plus (formerly Seoul Energy Welfare Citizens Fund) by Seoul City and the Seoul Social Welfare Council, consisting of items worth about 100,000 won per household, including heating insulation materials and heated mats. The district plans to support 100 households of home-based disabled people in welfare blind spots through cooperation with the Dongdaemun-gu Disabled Comprehensive Welfare Center.
Additionally, the district will provide special heating cost support to vulnerable groups struggling with increased heating expenses due to the surge in energy prices to promote stable living during winter.
The recipients are 15,300 vulnerable households, including beneficiaries and near-poverty groups (as of January 8) under the National Basic Livelihood Security Act, and each household will receive a fixed amount of 100,000 won. Support payments will be made to accounts starting from the 26th, and those who have difficulty opening bank accounts can receive cash at their local community service center.
Jungnang-gu (District Mayor Ryu Gyeonggi) is taking proactive measures to ensure that vulnerable groups can have a safe and warm winter.
The district announced on the 26th that it will provide about 2.3 billion won in heating cost support to reduce the burden on vulnerable groups struggling with consecutive cold waves and rising heating costs.
The recipients are about 23,000 households of beneficiaries and near-poverty groups, each receiving 100,000 won. This support is separate from the government’s energy voucher and will be paid in cash to recipients without a separate application.
In particular, the goal is to complete the proactive support within January to promote warm living stability for vulnerable groups.
Additionally, the district has designated the period until March 15 as the "Comprehensive Cold Wave Countermeasure Period" to prepare thorough and robust support measures.
First, the district has strengthened welfare checks for elderly people vulnerable to cold waves. When cold wave or heavy snow warnings are issued, care workers directly check on elderly people living alone and provide guidance on safety measures.

Also, IoT devices that monitor movement, temperature, humidity, and fire safety in real time have been installed in about 570 households to establish a meticulous care system for the elderly.
