Seongdong-gu Achieves 'Grade 2' in Public Institution Comprehensive Integrity Evaluation for Two Consecutive Years
From Hiring to Retirement, Various Projects to Enhance Integrity Sensitivity Throughout the Public Service Life Cycle

Seongdong-gu (Mayor Jeong Wono) has achieved the second-highest grade, Grade 2, for two consecutive years in the '2023 Public Institution Comprehensive Integrity Evaluation' conducted by the Anti-Corruption and Civil Rights Commission.
Out of 498 public institutions nationwide, the evaluation measured 'Integrity Perception,' which gauges the perceived corruption and experience of residents and employees during internal and external work processes, and 'Integrity Effort,' which assesses the institution's anti-corruption initiatives and achievements over the past year. Based on the combined results classified into five grades, Seongdong-gu received a score of 83.0, earning Grade 2.
This score is 2.6 points higher than the national average for autonomous districts. In particular, in the 'Integrity Effort' category, Seongdong-gu scored 87.1 points, 6.1 points above the district average, receiving high recognition for its efforts to create a corruption-free and integrity-driven Seongdong.
Notably, Seongdong-gu implemented a tailored integrity program aligned with the public service career cycle called the ‘Integrity Package Project from Entry to Retirement,’ designed to enhance sensitivity to integrity from newly appointed public officials just starting their careers to senior officials leading the organization. To help new public officials adapt well to public service, mentoring with senior officials, field visits to Dasan historic sites, and informal meetings with probationary officials were conducted. For senior officials, an Integrity Policy Promotion Team was formed to provide direction for overall integrity initiatives and improve responsiveness to corruption issues, thereby strengthening integrity leadership.
Efforts were also made to eliminate unreasonable practices in the public service community. Campaigns were conducted to improve unnecessary and authoritarian public service cultures such as distributing rice cakes upon probation completion, lunch rotation systems with senior officials, and forced attendance at company dinners. Additionally, the ‘Creating a Gapjil-Free Seongdong’ project was promoted by strengthening the Gapjil (power abuse) victim reporting center.
Furthermore, various projects were carried out to raise the integrity level of all employees, including integrity concerts with residents, integrity broadcasts, Integrity UP quizzes, maintaining Anti-Corruption Management System (ISO37001) certification, and sending Ttareureung Integrity Calls and integrity letters.
