Designation of 5 Areas Including Beondong in Gangbuk-gu and Seongsan-dong in Mapo-gu as Moa Town
Seoul City announced on the 13th that it has designated a total of five locations as Moa Towns: three in Beondong and Suyu-dong, Gangbuk-gu; one in Seongsan-dong, Mapo-gu; and one in Sinwol-dong, Yangcheon-gu.

View original imageThe city held the 3rd Small-scale Housing Maintenance Integrated Deliberation Subcommittee the day before and conditionally approved or amended the 'Moa Town Management Plan' accordingly. The areas that passed the review include three locations around Beondong 411, Gangbuk-gu; the area around 160-4 Seongsan-dong, Mapo-gu; and the area around 102-33 Sinwol 1-dong, Yangcheon-gu.
First, the areas conditionally approved?Beondong 411 and Suyu-dong 52-1?were selected in the second half of 2022 as Moa Town target sites and are currently in the process of establishing management plans. To expedite progress under relaxed criteria such as association establishment, the project will be promoted through prior designation as Moa Towns.
When establishing the management plan, the optimal project implementation zones will be set considering local conditions, and integrated deliberations on the future management plan will finalize guidelines such as zoning upgrades, taking into account integrated maintenance, public contributions to infrastructure, and community facilities.
The project sites are located near Suyu Intersection, the center of Gangbuk-gu, where new and old buildings coexist, making large-scale development difficult. By designating these as Moa Towns, the plan is to activate Moa Housing projects and create a pleasant residential environment through planned and systematic maintenance, expansion of maintenance infrastructure, and shared facilities.
The amended approval area around Beondong 454 is expected to supply a total of 1,432 households by 2028 through three Moa Housing projects.
Leveraging the locational advantage of Beondong, Gangbuk-gu, adjacent to the Uicheon Stream, the plan includes improving the pedestrian environment along Uicheon, creating a waterfront park, redeveloping aging cleaning facilities, architectural specialization plans, and street activation zones to revitalize the waterfront space and enhance regional competitiveness. It also includes zoning upgrades, infrastructure maintenance, public facility plans, and open community spaces shared with local residents.
In the area around 160-4 Seongsan-dong, Mapo-gu, four Moa Housing projects are underway, expected to supply a total of 2,336 households by 2028.
Utilizing the adjacent natural environments such as Saeteosan Mountain and Hongjecheon Stream, plans include creating a park along Saeteosan, a waterfront park along Hongjecheon, securing pedestrian paths to the parks, architectural specialization plans, and the creation of specialized streets.
Additionally, the plan includes ▲ maintenance of roads and other infrastructure and establishment of public facilities ▲ creation of open community spaces shared with local residents ▲ and zoning upgrades.
The area around 102-33 Sinwol 1-dong, Yangcheon-gu, was selected as a Moa Town target site in June 2022 and began establishing a management plan in January this year. After a public viewing in November, this review enables systematic project implementation.
The Moa Town management plan provides guidelines to upgrade zoning from Type 2 General Residential to Type 3 General Residential when preparing Moa Housing project implementation plans, allowing installation of maintenance infrastructure such as parking lots, parks, and social welfare facilities.
It also includes a conceptual plan to widen roads such as Nambusunhwan-ro 57-gil, Woljeong-ro 31 and 33-gil, and Gomdallae-ro 11-gil from 6m?8m to 8m?10m to improve traffic conditions and pedestrian environments.
A 3,000㎡ children's park is planned near Gomdallae-ro 5-gil and the Woljeong-ro traditional market area to provide a resting space for nearby residents and market visitors. A public parking lot will be installed underground to help alleviate parking difficulties for residents of nearby low-rise residential areas and market visitors.

Furthermore, Gomdallae-ro 5-gil, the main street, is planned to designate building setback lines and encourage linear arrangement of commercial and community facilities to create a pedestrian-friendly living street. This will be linked with the newly created children's park to serve as a walking path and communication space for local residents.
