Yoon's Veto on 'Noranbongtu Law and Broadcasting 3 Laws' All Rejected... Automatically Discarded
President Yoon Suk-yeol exercised his right to request reconsideration (veto) on the Yellow Envelope Act (amendments to Articles 2 and 3 of the Labor Union Act) and the three Broadcasting Acts, which were put to a reconsideration vote in the National Assembly plenary session on the 8th but were rejected.
At the plenary session held in the National Assembly that day, the Yellow Envelope Act was rejected with 175 votes in favor, 115 against, and 1 abstention out of a total of 291 votes.
The Yellow Envelope Act includes provisions that allow parties who are not signatories to the labor contract but who have a substantial and concrete position to control and determine the working conditions of workers?such as the primary contractor?to be regarded as employers, and limits claims for damages related to labor disputes. The Yellow Envelope Act was proposed during the 21st National Assembly following the trial of the subcontractor union strike at Daewoo Shipbuilding & Marine Engineering.
The three Broadcasting Acts?the partial amendment to the Broadcasting Act (177 votes in favor, 113 against, 1 abstention), the partial amendment to the Korea Broadcasting Culture Promotion Agency Act (177 votes in favor, 113 against, 1 abstention), and the partial amendment to the Korea Educational Broadcasting System Act (176 votes in favor, 114 against, 1 abstention)?also failed to pass the plenary session. The amendments mainly aim to change the structure of the boards of public broadcasters, the authority to recommend directors, and the method of selecting presidents.

The Democratic Party vowed to pass the two bills, on which President Yoon had exercised his veto, through a re-vote that day. However, for bills vetoed by the president, a reconsideration requires a majority attendance of all members and approval by two-thirds of the attending members. The People Power Party (111 seats) decided as a party line to reject the Yellow Envelope Act and the three Broadcasting Acts that day. Yoon Jae-ok, floor leader of the People Power Party, said at the morning floor strategy meeting, "As we have stated before, the People Power Party firmly chooses to reject the two bills and end the long-standing exhausting debate." The bills rejected in the plenary session that day will be automatically discarded.
