Ministry of the Interior and Safety-led National Happiness Civil Service Office First Certified in 2017, Re-certified in 2020, and Third Certification This Year
Seongdong-gu, the Only Autonomous District in Seoul to Receive Re-certification This Year and Selected as an 'Excellent Re-certification Institution'
Seongdong-gu, Seoul (Mayor Jung Won-oh) has successfully achieved certification for the third consecutive time since the first certification of the ‘National Happiness Civil Service Office’ in 2017.
The National Happiness Civil Service Office is a system established by the Ministry of the Interior and Safety that selects institutions with excellent civil service office operations among local governments, education offices, and special local administrative agencies nationwide, granting certification for three years. The certification process involves a four-stage in-depth evaluation including document review, on-site inspection, undercover checks posing as civil petitioners, and satisfaction surveys targeting civil petitioners.
Starting with the initial certification in 2017, Seongdong-gu was re-certified in 2020 and again this year, officially recognized as an institution with the highest level of civil service environment and service nationwide. Notably, among the autonomous districts of Seoul that applied for re-certification this year, Seongdong-gu was the only one to succeed, and a plaque unveiling ceremony was held on the 4th.
Seongdong-gu was honored as an ‘Excellent Institution’ among the 27 institutions nationwide that received re-certification this year, acknowledging its outstanding efforts and achievements in creating a citizen-centered civil service environment and providing services.
In particular, the AI civil service guidance system that embraces both people with disabilities and those without, and the nation’s first barrier-free smart civil service form creation system received high evaluations in the promotion of digital civil services.
Since March this year, Seongdong-gu has expanded its Saturday civil service office operation from once a month to twice a month. Additionally, facilities such as civil service form writing desks considerate of wheelchair users and the elderly, lifestyle guides for foreigners, and translated civil service forms were also highly praised.
This National Happiness Civil Service Office certification is valid until December 31, 2026, and the district plans to continue improving the civil service environment and services with the goal of achieving a fourth certification.
