Exemption Hours and Number of Users Decided by the Deliberation Committee
From the 11th of next month, work hour exemptions (time off) for full-time officials of public servant and teacher labor unions will be implemented. The deliberation committee, which will decide the exemption limits and personnel, will be composed of 15 members.
On the 28th, the Ministry of Employment and Labor announced that the Cabinet meeting reviewed and approved the amendments to the "Enforcement Decree of the Public Servant Labor Union Act" and the "Enforcement Decree of the Teacher Labor Union Act," which include these details.
This is a follow-up measure to the amendments of the Public Servant Labor Union Act and the Teacher Labor Union Act, which introduced the work hour exemption system for public servants and teachers as a national policy task.
First, the enforcement decree stipulates matters related to the composition and operation of the Public Servant and Teacher Work Hour Exemption Deliberation Committee, established within the Economic, Social and Labor Council, to decide the work hour exemption limits (exemption hours and number of users) applicable to public servants and teachers. The committee consists of a total of 15 members: five each from nationwide labor organizations or public servant and teacher labor organizations’ current and former executives, public servants of grade 3 or higher (including senior executive service), and labor-related experts.

Additionally, the enforcement decree includes procedures necessary for exemption users to utilize exemption hours, submission of monthly usage performance of annual work hour exemption users, and matters related to information disclosure by government negotiation representatives (or appointing authorities) regarding exemption hours, number of users, and paid compensation.
