'Local Administrative Computer Service Reform TF' Holds 2nd Meeting
Amid the government's administrative network experiencing its fourth outage in just one week, the government has launched a related task force (TF) to devise countermeasures.
On the 24th, Lee Sang-min, Minister of the Ministry of the Interior and Safety, presided over the 2nd meeting of the 'Local Administrative Computer Service Reform TF.' The second TF meeting was attended by co-team leaders Go Ki-dong, Deputy Minister of the Ministry of the Interior and Safety, and Professor Song Sang-hyo of Soongsil University, as well as public and private experts from the Ministry of the Interior and Safety, the National Information Resources Service, LG, Naver, and Eulji University.
At this meeting, participants reviewed the progress of the analysis of the cause of the failure and discussed directions for establishing comprehensive measures to prevent recurrence. Minister Lee checked the progress of various data analyses, including logs collected from related equipment, and the progress of scenario-based tests to verify whether failures occurred. The cause analysis team reported that they are conducting work to identify the cause through log analysis related to network equipment and integrated verification servers, as well as replication tests.
Minister Lee listened to opinions on the direction for establishing comprehensive measures to prevent recurrence, including establishing a government-wide digital government crisis response system, improving the approach to public informatization projects, securing excellent personnel in the digital field, and administrative measures in case of digital service interruptions. The comprehensive measures are expected to include plans to organize a government-wide control tower system for rapid response in case of core government system outages, investment plans to strengthen stability such as information system redundancy and backup systems. The 'Enforcement Decree of the Framework Act on Disaster and Safety Management' will also be amended to specify national network paralysis as a type of disaster and accident, and to systematically manage the entire process from disaster prevention to recovery through manuals.

During the meeting, issues of public inconvenience reported so far from local government call centers and civil service offices, the National Petition Board, and the Anti-Corruption and Civil Rights Commission call center, as well as action plans, were also discussed. Confirmed reports will be promptly handled after expert consultation and review of relevant laws to establish processing standards. Minister Lee Sang-min stated, "The Local Administrative Computer Service Reform TF will establish in-depth short- and long-term measures to enhance the overall stability of government systems," adding, "We will prepare fundamental solutions to provide stable services to the public under any circumstances."
