The Seoul Metro Corporation labor and management, which operate subway lines 1 to 8 in Seoul, reached a dramatic agreement just one day before the second general strike. As a result, the second general strike scheduled for the 22nd was withdrawn.

The Seoul Metro Corporation Union under the Korean Confederation of Trade Unions stated, "Seoul Metro Corporation will continue labor-management consultations following the recruitment of 660 new employees this year," adding, "Both labor and management have reached an agreement with a shared view to ensure no safety gaps in frontline operations."

They continued, "Regarding so-called management rationalization, labor and management agreed to continue discussions based on mutual dialogue," and declared, "The joint negotiation team of the two Seoul Metro Corporation unions will continuously strive to ensure that citizens can use the subway conveniently and safely without any safety gaps."
