Dongjak-gu and Gwanak-gu Joint Establishment of 'Resource Circulation Center Construction' Gains Momentum

Dongjak-gu (Mayor Park Il-ha) has established the ‘Dongjak-Gwanak Joint Resource Circulation Center Construction Association’ with Gwanak-gu and is officially promoting the construction of the joint resource circulation center. This is the first establishment of a local government association between autonomous districts in Seoul.
A ‘local government association’ is a legal entity formed by two or more local governments to jointly handle administrative affairs.
With the full-scale promotion of the resource circulation center construction, the aim is to unify the project’s driving entity to strengthen accountability and efficiency in operations.
The resource circulation center construction project has been promoted since 2014 to resolve the inconvenience experienced by local residents who have long suffered from noise and odor caused by the Gwanak Clean Center, a waste treatment facility near Boramae Park, and the Boramae collection site.
However, the project faced difficulties due to challenges in securing alternative sites, and it got on track after residents agreed to the complete underground construction of the facility. Currently, an urban planning facility decision service is underway, and a central investment review has been requested from the Ministry of the Interior and Safety.
The resource circulation center will be constructed with two underground floors and a total floor area of 40,000 square meters, and the current waste treatment facility site above ground is expected to be restored as a park.
Once the association is established, it will carry out tasks related to the joint resource circulation center construction, including ▲construction-related guidance and supervision ▲approval of implementation plans and management of changes to implementation agreements ▲attracting private investment.
With the association bylaws (draft) expected to pass in the councils of both autonomous districts by the end of this month, only Seoul city’s approval remains for the establishment of the association. Preparations are underway to complete the establishment within this year and to begin full-scale operation from January next year.

Park Il-ha, Mayor of Dongjak-gu, said, “This association will establish itself as an excellent administrative cooperation model between autonomous districts,” and added, “As this is the first case in Seoul, we will do our best to smoothly establish a dedicated organization so that this long-awaited project by residents can be realized quickly.”
