Mapo-gu Establishes Standard Regulations for Apartment Complex Management... Why?
Establishment of the First Management Regulation Guidelines by Basic Local Governments for Systematic Apartment Management... Implementation of Term Limits for Representatives and Single-Term Presidency to Promote Fair Operation
Mapo-gu (District Mayor Park Gang-su) announced on the 24th of last month that it has established management regulation guidelines for mandatory management multi-family housing, becoming the first basic local government nationwide to do so.
Mandatory management multi-family housing refers to multi-family housing where a professional manager must be appointed and a self-governing decision-making body must be compulsorily formed, imposing certain obligations. Management regulations must be established to protect residents and maintain order in residential life.
Until now, mandatory management multi-family housing in Mapo-gu has been creating and revising management regulations based on the guidelines established by Seoul City. However, since the characteristics of multi-family housing vary by autonomous district, applying Seoul City's guidelines as-is was insufficient.
Accordingly, Mapo-gu formed an Apartment Management Regulation Win-Win Advisory Group last year to gather expert opinions and established the Seoul Special City Mapo-gu Multi-family Housing Management Regulation Guidelines in October this year.
The Mapo-gu Multi-family Housing Management Regulation Guidelines include provisions such as prioritizing electronic voting to enhance transparency, term limits for representatives of buildings in multi-family housing complexes with over 1,000 households, a single-term system for the chairperson of the residents' representative meeting, and prohibition of political activities within multi-family housing.
Additionally, contents regarding the multi-family housing emergency countermeasure committee and election management were added to promote smooth operation of multi-family housing.
Mapo-gu plans to perform tasks based on its guidelines when accepting reports of management regulations for mandatory management multi-family housing, and will give additional points when selecting support projects to complexes that comply with these procedures, thereby prioritizing support.

Park Gang-su, Mayor of Mapo-gu, emphasized, “We have established our own guidelines for fair and transparent operation of multi-family housing. These guidelines will be the first step toward solving issues in multi-family housing management, and Mapo-gu will continue to revise the management regulation guidelines to suit the characteristics of Mapo.”
