Gwangju City Councilor Lee Gwisoon: "High-Intensity Austerity... City Must Prepare Countermeasures"
Lee Gwisoon, a member of the Gwangju Metropolitan Council (Democratic Party, Gwangsan-gu 4), called for comprehensive measures in response to the high-intensity fiscal austerity.
On the 24th, during the 6th plenary session of the 320th extraordinary meeting, Lee stated in a 5-minute free speech, "Just as Gwangju has always turned crises into opportunities through mutual growth and cooperation unique to the city, we must overcome this difficult financial crisis together with all citizens."
Along with this, he proposed ▲ an ‘Emergency Fiscal Management Strategy Meeting’ with the five autonomous districts ▲ preparation of a cooperative governance plan for the Hometown Love Donation System with the districts ▲ bold budget investments to stabilize the livelihoods of ordinary citizens.
He pointed out, “We need to pay attention to discovering local issues and resolving them to promote the development of local autonomy. The usage locations of the ‘Gwangju Sangsaeng Card,’ which is used for more than 75 billion won monthly, have been reduced, making life even harder for citizens.”
He also suggested, “It is necessary to find ways for citizens to use the Onnuri Gift Certificates easily and conveniently to lighten their tightened budgets even a little and to utilize government policies unique to Gwangju that can revitalize neighborhood commercial districts.”
Furthermore, he criticized, “For a long time, the city and the districts have maintained a hierarchical rather than cooperative relationship. Instead of mutual growth and cooperation, Gwangju City and the five autonomous districts have carried out self-reliant administrations in an invisible competitive relationship.”

He added, “To overcome the difficult fiscal conditions, a structure of mutual growth and cooperation with the autonomous districts is urgently needed. More active support and strategies from Gwangju City are required.”
