Two Arrested and Indicted for Providing Drugs and Venue to Group Involved in 'Police Officer Fall Death' Incident
Suspected of Leading Group in Conspiracy
30s Charged and Detained for Drug Sales to Deceased Police Officer
The Criminal Division 3 of the Seoul Western District Prosecutors' Office (Chief Prosecutor Kwon Nae-geon) announced on the 5th that Jeong Mo (45) and Lee Mo (31), who led a 'drug gathering' at an apartment in Seoul where an active-duty police officer fell to his death last August, have been arrested and indicted. Moon Mo (35) was also arrested and indicted on charges of selling drugs to the deceased police officer.
The prosecution found that Jeong and Lee conspired to provide the venue and drugs to about 20 people who attended the drug gathering. Jeong is a tenant of the apartment where the meeting was held.
After supplementary investigations on the three individuals who were sent to detention last month, the prosecution indicted them on charges including violation of the Narcotics Control Act (psychotropic substances). They are also investigating whether there are additional charges against them.
This case came to light after Sergeant A of the Gangwon Provincial Police Agency fell to his death from the 14th floor of an apartment in Yongsan-gu around 5 a.m. on August 27. The police confirmed that 25 people, including Sergeant A, attended the gathering that started around 10 p.m. the previous day. In connection with this, all individuals, including one Chinese man who left for Hong Kong after the incident, have been booked and are under investigation for violating the Narcotics Control Act.
Some participants, including Jeong and Lee, tested positive for drugs such as ketamine, MDMA (Ecstasy), and methamphetamine in rapid drug tests and detailed analyses. Jeong also tested positive for marijuana, and Lee was found to have new drugs including methoxetamine and phencyclidine analog substances.

Moon is accused of selling ketamine to Sergeant A separately from this gathering. The police confirmed through mobile phone analysis and other means that Sergeant A purchased drugs from Moon. Methamphetamine, ketamine, MDMA, methoxetamine, and phencyclidine analog substances were detected in Sergeant A’s urine, hair, and blood samples.
